Russia and China: Cooperation on Protection of Intellectual Property

On July 2-3, 2014, the annual meeting of the Russian-Chinese working group on cooperation in the field of protection of intellectual property rights took place. The 7th meeting was held in the framework of the Sub-Commission on Trade and Economic Cooperation of the Intergovernmental Commission on preparation of regular meetings of the heads of Russian and Chinese governments.

The Russian delegation was led by Zaurbek Albegonov, head of the International Cooperation of the Federal Service for Intellectual Property (Rospatent). At the head of the Chinese delegation was Yang Guohua, deputy director of the Department of Law and Treaties MOFCOM. During the meeting, the sides exchanged information on the latest developments in law and practice, shared experience in dealing with violations of intellectual property rights (counterfeiting and piracy), and discussed the possibility of cooperation between the competent authorities of Russia and China in the field of patents, trademarks and copyright law.

Zaurbek Albegonov, working group chair, noticed that in recent years, Russia and China are on the path of building a comprehensive long-term strategic partnership of cooperation, thereby greatly increased mutual trade, and the task of the working group is to share legal goods in trade relations between the two countries grew. According to him, Russia and China have many common problems, and working group meetings for the exchange of relevant information in real time provide an excellent opportunity to find common and most effective ways to address them.

Institute of International Business and Law (IMBIP) of University of ITMO, a support organization of Rospatent, acted as one of the organizers of the meeting. Russian side was presented by Elena Bogdanova, director of IMBIP and Angelica Vetrova, director of the Development Center of ITMO Intellectual Property Institute. The second day of the meeting was held in the building of the University at Birszevaya line. Upon completion, Chinese delegation was invited to tour the Museum of Optics at the University of ITMO.

Institute carries out a range of activities in the field of intellectual property. It provides advice to individuals and legal entities on the registration, evaluation, protection, and enforcement of trademarks; does intellectual property policymaking. The University of ITMO has an Expert Council on intellectual property issues, a number of activities are conducted, a range of projects implemented: Days of intellectual property, city competition on intellectual property for individuals and legal entities, the competition School Patent – a Step into the Future!", and others. IMBIP conducts educational program on patenting, seminars, workshops and business games, as well as WIPO Summer School based at the University of ITMO.

Elena Bogdanova, Director of IMBIP, convinced that Russian-Chinese cooperation this area has great promise, "The next step for the University of ITMO should be organization of activities, exchange programs, training and internships for students and teachers whose interests lie in the field of intellectual property protection."

According to Yang Guohua, a high degree of intellectual property protection should encourage creative activity, which contributes to progress and innovation, "The rapidly developing countries of the BRICS group, Russia and China in particular, face global challenges in the field of intellectual property protection against Internet piracy, and the main step in this direction is to increase cultural and educational level of the people."

Zaurbek Albegonov, head of the Russian delegation, thanked the ITMO University for their assistance in organizing this event, as well as for help with the summer schools and workshops aimed to popularize the fight against copyright infringement among young people. Rospatent representatives expressed hope that the fruitful cooperation with the ITMO University will only grow stronger in the future.
